Starting October 1, 2026, Meta will begin charging businesses using the WhatsApp Business Platform (API) on a per-message basis for service replies and utility messages sent within the 24-hour customer-service window.
What is Changing
Per-Message Fees: Previously, when a customer initiated a chat, a 24-hour window allowed businesses to reply with service messages for free. That policy ends on October 1, 2026.
Utility Templates: Utility messages (such as payment confirmations or order updates) sent during the 24-hour window will also become chargeable. [1]
Free Tier & Exceptions: Incoming messages from customers remain free. Conversations started from Click-to-WhatsApp ads or Facebook page buttons still receive a free 72-hour entry point window.
Who Is Affected
Affected: Large enterprises, customer-service platforms, and developers using the WhatsApp Business Platform or API infrastructure at scale.
Not Affected: Ordinary, everyday WhatsApp users and small businesses using the free standalone WhatsApp Business app on their phones.
Here is how the changes affect different users:
For Small Businesses (Mobile App)
Free to use: The standard WhatsApp Business app on your phone remains free to download and use for small day-to-day customer chats.
Optional upgrades: An optional paid subscription called WhatsApp Business Premium is available if you want extra features like multi-device support or custom booking links.

For Companies Using the API (Platform)
Per-message fees:
Meta is ending free service messages and qualifying utility messages sent within the 24-hour customer service window.
Cost variation: Prices vary by country and message category (such as utility or marketing messages).
No personal impact: Regular, everyday WhatsApp users do not pay anything to message friends, family, or businesses.

What Businesses Need to Do
Add payment details: If your business uses the WhatsApp Business API, you must add a valid payment method to your Meta Business account.
Deadline: Payment info must be updated by September 30, 2026, to prevent Meta from pausing your automated or service messages.
